Reading Fluency
The ability to read text accurately, at an appropriate rate, and with proper expression.
Components of Fluency
Reading fluency has three measurable components:
Accuracy — reading words correctly (target: 95%+ for instructional-level text).
Rate — reading at an appropriate speed (measured in words correct per minute, WCPM).
Prosody — reading with appropriate expression, phrasing, and intonation.
Why Fluency Matters
Fluency serves as a bridge between decoding and comprehension. When students read fluently, cognitive resources are freed up for meaning-making. Dysfluent readers spend so much effort on decoding that comprehension suffers.
Instructional Strategies
Repeated reading — students read the same passage 3–4 times until fluency criteria are met.
Choral reading — the whole class reads aloud together.
Partner reading — students alternate paragraphs with a peer.
Reader's theater — students perform scripts, practicing prosody naturally.
Teacher modeling — the teacher reads aloud with expression, demonstrating what fluent reading sounds like.
